Kegan Carwin, the city’s finance director, presented the February 2026 budget report and noted a reporting typo that he corrected on the record. Carwin said the general fund is roughly $890,000 down year‑to‑date and several enterprise funds show negative variances: electric down about $325,000, water down about $116,000 and sewer down about $100,000.
Carwin attributed several month‑to‑month changes to timing issues—for example, large franchise and reimbursement receipts occurring in different months—and seasonal patterns such as reduced electric usage during a mild winter. He said some departments have seasonal upfront purchases (fertilizer, etc.) that affect early‑year percentages but that, overall, current levels are within expected budgeted ranges.
Council members asked for clarification on whether a reported $50,000 property‑tax figure represented a timing anomaly or a true increase; Carwin said it was a mix of both and noted his office has a detailed breakdown. He also highlighted that golf course revenues and certain reimbursements bolstered February results.
Council voted to approve the February 2026 budget report as presented.
