The Kirksville City Council on March 23 approved a slate of ordinances and resolutions covering municipal code revisions, zoning, public-works contracts and administrative updates.
Council adopted Bill 2026-06 to amend chapters on administration, solid waste and utilities, removing obsolete dumpster language, clarifying water-meter location language and assigning staff responsibility for Watershed Commission notices. Council also approved Bill 2026-07 to rezone 1216 West Missouri Street from R-2 to R-1 to allow a lot combination, following a 5–0 Planning and Zoning recommendation.
Two housing rehabilitation ordinances were approved: Bill 2026-08 authorizes a loan for 316 West Mill Street covering a new gutter system (quote ~ $8,745) and a roof replacement ($11,050); Bill 2026-09 authorizes a loan for 723 East Scott Street for a bathroom remodel and an accessible ramp (Fox Construction & Remodeling quote $12,020). Staff said property owners will reimburse 75% of costs over 60 months at a program-tied interest rate.
On economic development, the council approved a resolution authorizing reimbursement payments from the North Baltimore Street Community Improvement District fund to Kirksville Investments LLC, with staff estimating approximately $245,245 in CID remittances this year to pay developer notes.
Public-works and procurement actions included awarding the 2026 street drainage improvements to Andrew Schultz Contracting for $373,695 and approving a purchase agreement for asphalt cement oil with Spirit Asphalt (Hazelwood, Missouri) under the state index-based pricing structure. The council also adopted multiple administrative updates: a $32,500 contract with PayPoint HR for a classification and compensation study, an updated city fee schedule, and amendments to the employee handbook covering parking, overtime guidance for new fire hires and fraud-prevention responsibilities.
All measures on the agenda carried by voice vote with no recorded roll-call tallies in the public record at the meeting.
