Dover council approves $383,494 2026 tax levy and asks Olmsted County to collect delinquent utility bills

The Dover City Council voted Dec. 4 to approve a 2026 proposed tax levy totaling $383,494 and adopted a resolution asking Olmsted County to place delinquent water and sewer accounts on the county tax roll for collection.

Mayor Dave Iseminger called the Regular Monthly Meeting to order at 7:00 p.m. at City Hall. Council Member Jodi Nicklay moved to approve the 2026 Proposed Tax Levy "for a total of $383,494, which includes the general fund, bond obligations, and city owned land special assessments," and Member Jamie Putzier seconded. The motion "carried," according to the meeting minutes; the transcript does not record a numerical vote tally.

The approved levy is described in the minutes as covering the general fund, bond obligations and special assessments for city-owned land. Immediately afterward the council considered a related action on delinquent utility accounts: Member Putzier moved and Member Chelsie Kiekbusch seconded a resolution to have Olmsted County place delinquent water and sewer accounts on the 2026 tax roll when those accounts do not meet the ordinance standard for "current." The minutes state the motion carried; they do not provide a roll-call or tally.

The minutes record routine consent and administrative business during the meeting: approval of the agenda and prior-month minutes, payment of bills and acceptance of financial statements. The council also approved a transfer of most city banking accounts from Old National Bank to Merchants Bank (see separate report in clerk's items).

Next steps: the council set its January meeting for Thursday, Jan. 15 at 7:00 p.m. (the meeting minutes list the year as 2025, which appears to be a clerical error given the Dec. 4, 2025 meeting date). The minutes show the meeting adjourned at 8:27 p.m.
