Union City Council approves part-time police hire, sewer repair contract and multiple easements

At its Aug. 13 meeting, Union City Borough Council unanimously approved hiring Kenneth Fye as a part-time police officer, awarded a $22,295 contract to repair a sinkhole and pipe at Municipal Lot #1, and approved several easements and property actions including a kayak/canoe launch easement with the American Legion.
Union City Borough Council voted unanimously on Aug. 13 to hire Kenneth Fye as a part-time police officer and to approve a series of infrastructure and property actions including a $22,295 contract to repair a sinkhole and related pipes at Municipal Lot #1.
Councilor Joyce moved and Councilor Osborn seconded the motion to hire Fye from the certified civil service list as a part-time officer; the motion carried unanimously. Borough Manager Cindy Wells told council the budget had allowed at least $33,560 for wages and benefits, and that hiring the candidate as part-time would reduce the borough's cost relative to a full-time hire.
Streets Supervisor Bob Phillips reported the sinkhole at Municipal Lot #1 affects a 24-inch clay tile and adjacent structures. Consultant Bob Carpenter of Insight recommended lining the pipes in four sections; engineer Tim Wells provided additional suggestions. The borough received two estimates: Mansfield at $22,295 and McLallen Construction at $23,450, both of which require the borough to provide a truck during the work. Councilor Steadman moved to award the job to Mansfield for $22,295; the motion carried unanimously.
Council also approved a retroactive easement at 104 East High Street related to a PennDOT catch basin. Under the motion, the borough will install a catch basin and accept responsibility for two catch basins and approximately 60 feet of pipe; property owner Anthony Hickey will dig and maintain a ditch between the PennDOT basin and the borough basin. Solicitor Tim Wachter will prepare the easement agreement.
Other motions carried unanimously: approval of the 2024 minimum municipal obligation figures (reported as $48,029 for the non-uniform pension and $0 for the police pension), a subdivision combining parcels on West High Street, a retroactive $500 purchase of a small parcel connecting to Municipal Lot #3 (after survey and solicitor paperwork), and an easement with the American Legion for a kayak/canoe launch on French Creek funded by the PA Fish and Boat Commission and the PA Environmental Council.
Council agreed to change the regular meeting schedule from September through April to the first and third Monday of each month at 6:30 p.m.; the next meeting was set for Aug. 27, 2024, and the September meeting will occur Sept. 16 because of Labor Day.
An executive session on personnel preceded the public meeting (6:04–6:23 p.m.), and a second executive session on personnel and contract took place after adjournment (7:06–7:52 p.m.).
