Key actions approved by unanimous or routine vote included: the first reading of an ordinance amending Title 13, Chapter 6 (prohibited discharge standards and pollutant limitations); acceptance of completed work by Higher Construction Inc. for Parking Lot No. 7 with $2,745.05 in retainage released; a $928,765.50 contract award to Manatz Inc. for the 2026–27 hot-mix asphalt overlay projects; and a $57,872 contract to Crawford Company for Clark House fire-alarm-system replacement, which staff said should start within a month and take about 4–6 weeks to complete.
Other approved items included a $35,127.27 purchase order to MTI Distributing for a deep-tine aerator for the Muscatine Soccer Complex; a $205,000 purchase to Stivers Ford for three 2026 Ford Interceptor police vehicles (part of a rotation to replace out-of-warranty units); a contract extension with Heinz North America for wastewater services and rates (ninth extension; contract amount not detailed in the meeting materials); a $114,112.90 purchase order to Top Choice Construction and Roofing for library roof replacement; and a $299,270 purchase order to Elliot Equipment of Davenport for a 2025 automated refuse truck with a $40,000 trade-in allowance for a 2016 Mack.
Council also approved setting dates for the 2026 free tire and electronics drop-off weeks, and staff clarified limits and eligibility: each Muscatine or Fruitland residence may bring up to four tires and up to three free electronics, and residents must present government-issued identification.
Finally, the council authorized preparing and approving a contract with Walter P. Moore for emergency engineering services related to the 200 block of East 2nd Street. Several items were adopted by voice vote with all ayes; a handful of purchases were discussed briefly before approval.
