Thorntown council approves alley stormwater contract, insurance switch and several operational purchases

The Thorntown Town Council on Sept. 23 approved multiple contracts and routine operational measures, including a $25,468 award for a downtown alley stormwater project and a switch in the town’s group health coverage that the clerk said will save $13,922.88 a year.
BFS Engineering recommended accepting Newby Excavating’s bid of $25,468 for the downtown alley stormwater project. Council President Sara Fairfield moved to award the contract; Larry Truitt seconded and the motion passed 5-0.
Todd Colvin, the town’s health insurance representative, told the council he and Clerk/Treasurer Koren Gray had worked on the renewal and recommended moving coverage to Anthem. Gray confirmed the change would reduce the annual premium by $13,922.88. Dave Williams moved to switch to Anthem, Shawn McClintock seconded, and the motion passed 5-0.
The council approved several other routine items: minutes from the Sept. 9 meeting and the accounts payable and payroll dockets; a $16,900 leaf-vac purchase from Midwest Manufacturing to be funded from MVH or ARPA funds; and an additional $8,000 for completed sanitary sewer hot-spot repairs, increasing that contract to $115,000. Each motion passed on voice votes recorded in the minutes.
A proposal from Krohn & Associates for on-call consulting services billed hourly was approved, with Councilor Dave Williams recorded as voting nay and the motion passing on a 4-0 vote. The council also authorized advertising for the snow-removal bid with bids due Oct. 18 and opening at the Oct. 21 meeting.
The meeting included routine administration notes from Clerk/Treasurer Koren Gray, who said she will be on vacation Oct. 10–20 and therefore will not publish an agenda before the Oct. 21 meeting.
The council adjourned at 9:14 p.m.
