The Walton County Design Review Board on July 7 approved the Bay Breeze Outdoor Kitchen minor development order (MIN26‑000019) for a 12,012‑square‑foot commercial building on roughly 1.026 acres in District 4, subject to three staff conditions.
Jesus Navarro, who presented the staff report, said several staff comments remained in the report as published — notably roof sloping, lighting height and tree distances — and that resubmitted materials addressed many items. "These comments are all, as of the date that this staff report was published," Navarro said, and asked the board if they would enter the report into the record.
Architect Carl Stewart (DAG Architects) and Jeff Britton (Kimley Horn), representing the owners, discussed materials and colors. Stewart showed material samples and described a palette led by a proprietary metal panel color (Regal Gray) with Sherwin‑Williams equivalents, and explained the building is organized with a showroom corner facing Highway 98 and exterior loading docks.
Board members focused on three implementation details: the dumpster enclosure (several members said a CMU enclosure and landscaping are preferred even if not explicitly required by code), corrections to the plant legend where a symbol was missing from the planting schedule, and lighting/photometric clarity to limit spillover onto adjacent residential property. The applicant agreed to revise drawings and supply the missing details. One board member asked whether staff could handle verification so the item would not need to return; staff indicated those three conditions could be managed administratively.
With those conditions referenced in the motion — exclude signage from this approval, provide a dumpster enclosure design, and correct landscape plan symbol and plant totals — the board voted to approve the Bay Breeze application. "I make a motion that we approve the Bay Breeze Outdoor Kitchen with the 3 conditions just delineated by staff," a board member said; the motion passed on a recorded aye vote.
Staff will follow up to ensure the applicant provides the corrected plant legend, dumpster enclosure details (CMU or equivalent), and that lighting meets property‑line limits before a certificate or final development order is issued.
