Council reallocates CDBG recommendations to fully fund shelter shade structure, directs remainder to turf project

She noted the public‑service cap and how awards were tiered to maximize distribution among applicants.
During public comment and council discussion, Councilmember Bedoya asked whether the council could close the shortfall on a shelter shade structure request if the council prioritized that project. Staff and the city manager explained the recommendations are preliminary and that council may reallocate among recommended projects now or wait for the county’s final allocation, but staff will continue to pursue other funding streams if full funding is not achieved.
A motion to reallocate estimated award funds to fully fund the shelter shade structure (request $215,763) and to apply remaining funds toward the synthetic turf field (resulting in $142,757.50 to that project) carried on roll call. Staff noted that these are recommendations to the county and that final awards are contingent on HUD allocations; staff will return in fall with the firm allocation and any needed adjustments.
Staff emphasized that HOME funds had no applicants in this cycle and would remain with the county until an eligible project is proposed. The council’s direction preserves flexibility for staff to pursue supplemental funding sources if necessary.
