Staff member explains Community Redevelopment Agencies and tax-increment financing in Panama City

A staff member for Panama City outlined how Community Redevelopment Agencies, or CRAs, operate under Florida law and how local governments use tax-increment financing (TIF) to fund neighborhood revitalization. The staff member said CRAs are special districts cities create to address economic decline, aging infrastructure, or underinvestment.

The staff member explained that CRA boundaries are set by the city and county under state law and require county commission approval. “When property values increase inside of a CRA district, the increase in property tax revenue, known as tax increment finance, is set aside and reinvested back into the same district it came from,” the staff member said.

The explanation noted the distinction between reinvesting the tax increment in the CRA district and directing new tax revenue into the city's general fund. The staff member said common CRA investments include upgrading infrastructure, encouraging private investment, and supporting neighborhood and business-district redevelopment.

City staff also described resources CRAs may provide, such as façade grants for storefront improvements, redevelopment incentives for new construction, and assistance programs to help businesses or housing projects get started. The staff member encouraged anyone considering opening a business, renovating a building, or starting a housing or development project to check whether the location falls inside one of Panama City’s four CRA districts and to contact the CRA office for guidance.
