Bonita Springs council members voted down a one-time budget transfer request of $24,563 for landscaping and irrigation, with the motion failing 6–1 after debate about priorities and budget availability.
Staff introduced the item as a proposed one-time expenditure of $24,563 to provide landscaping and irrigation at the identified site and said the expense was not included in the current fiscal-year budget, so a budget transfer would be required. (Staff presented the $24,563 figure and explained the funding gap.)
Several council members objected to the cost. One member said the city should prioritize downtown economic development over plants, calling the landscaping "a lot of money" for what she described as a mostly aesthetic improvement. Another council member said the project appealed to them personally but recommended further discussion with the full council about what the budget can accommodate.
A motion "to not fund the project" was made and seconded; a roll-call vote at that time produced confusion about recorded yes/no responses, and the chair recorded the motion as failing 6–1. After procedural clarification by the city attorney about reclaiming votes and making a new motion, a separate motion to approve the budget transfer was proposed, seconded and put to roll call. Council members again recorded a majority opposed and the transfer failed 6–1, with only the council member supporting the transfer voting yes.
During debate, one council member argued the funds should be used to support students and their environment, saying, "The students of Bonita Springs are the future of this community, so we should be able to fund them to make sure that they have a better future." Opponents countered that the amount was too large to reallocate from the current budget without clearer priority or contingency.
City staff noted the transfer was necessary because the work was not budgeted for the fiscal year and would require a formal budget transfer to proceed. The city attorney advised the council on motion and voting procedures during the exchange.
Outcome: The council did not approve the $24,563 budget transfer for landscaping and irrigation; the motion failed on roll call by a 6–1 margin. The item will not be funded by the currently proposed transfer and would require further council direction or a different funding source to proceed.
Next steps: No further action was taken at the meeting to fund the work; council indicated further budget discussion would be required before reconsideration.
