The Greenfield City Council unanimously approved a resolution on March 10 accepting $354,000 in grant funding from the International City/County Management Association (ICMA) to support the community engagement department's work to expand economic opportunity programming.
The Community Engagement Manager (speaker 12) told the council the grant will support restructuring an existing role (or hiring) to focus on economic opportunities, workforce readiness, youth leadership and partnerships. "The city will receive $354,000 in grant revenues from ICMA over a 30 month period," the manager said, and added $198,333 will be recognized in the current fiscal year to cover immediate salaries and travel tied to the grant.
Staff said the grant will offset related expenditures and that there is no net impact to the general fund for the grant‑funded work. Council members asked clarifying questions about which current costs would be covered this year and how remaining funds would be budgeted in subsequent years; staff confirmed the planned budgetary treatment.
Motion and vote: A council member moved, a second was given, and the council approved the resolution by voice vote.
Why it matters: Council and staff said the grant will enable the city to focus program staff time on economic mobility initiatives (internships, youth programming and senior programs) and to participate in a national cohort for shared learning.
