Planning commission approves conditional use permit for Midwest Oral Clinic in Richardson Crossing Center

The Arnold Planning Commission voted to approve a conditional use permit for Midwest Oral Clinic on Jan. 13, allowing the oral surgery practice to occupy an existing tenant space in Richardson Crossing Center.
Bella Pope, the city’s new code enforcement officer and interim junior planner, presented staff findings recommending approval. Pope told commissioners that the proposed clinic is consistent with the C-3 commercial district, that reviewing agencies reported no concerns, and that the site provides adequate parking and existing infrastructure. "Based on the staff's review and findings, we recommend approval of the requested conditional use permit subject to the following conditions," Pope said.
Applicant Rob Jacknewitz identified himself and said he had no formal presentation but would answer questions. Staff clarified that conditions include that the clinic may only offer outpatient services and no overnight stays and that zoning approval does not supersede other regulatory agency requirements.
Commissioners moved, seconded and took a roll-call vote in executive session. The motion to approve PC-2026-01 passed with seven yes votes as recorded by roll call.
The clinic is expected to proceed with any necessary regulatory approvals beyond zoning before beginning operations. The commission’s approval allows the property owner to move forward with tenant improvements consistent with the submitted plan and the conditions of approval.
