Residents tell Arnold council they oppose Ameren route, seek clarity on buyout process

Mark Hake, who gave his address as 668 Rockwood Drive, told the council a company representative told neighbors they had signed an easement to allow a pipeline route he described as a 20-inch main that would run down Rockwood Drive and Peach Drive. "They're wanting to run down Rockwood Drive and Peach Drive... They're gonna give us, like, $3 for a 20 inch main going through our backyard," Hake said, adding that neighbors did not want the route and that he would "try to fight as much as I can." The mayor and staff invited him to make an appointment to review documents and easements.
Lawanda Bush said she has waited about 15 months for clarity on a buyout affecting her subdivision and described being surrounded by empty houses. "I'm just trying to get a little more knowledge on what's gonna happen," she said, and told the council she was ready to sign a contract if answers were provided. Petya, another resident, asked that written questions she and other neighbors submitted be answered before further discussion.
City staff told residents they would follow up. Legal counsel noted that Ameren operates under state authority and that some decisions about utility easements and routing are not within city control. The mayor and staff offered one-on-one meetings to review easement language and next steps.
No formal action or vote was taken on the pipeline or buyout items during the meeting; staff committed to provide written responses to residents' submitted questions and to meet with affected homeowners.
