The planning commission voted 6-0 on Oct. 28, 2025, to favorably recommend a conditional use permit for a replacement commercial-center sign at 1331 Jeffco Boulevard, the site of Tower Office Suites.
Planning staff told commissioners the previous sign was entirely destroyed in the March 14 tornado and that the sign’s preexisting nonconforming status was lost when it was destroyed, so a conditional use permit is required to replace it. Staff recommended approval, noting the proposed sign would be about 137 square feet (the code allows up to 180 square feet for multi-tenant signs) and saying reviewing agencies raised no concerns.
The applicant, Joe Phillips of Piro Signs, told the commission he proposes to use the existing concrete pad for the new sign if feasible, said fence repairs are already under contract and expected in November, and described plans to remove or safely cap the remaining old poles and footings. Phillips said the proposed sign includes a small electronic portion for on‑premise tenant messaging; he said the display can be dimmed or held static to meet city code.
Commissioners asked staff and the applicant about illumination and safety measures. Staff reiterated recommended conditions that the damaged signage be removed and that damaged fencing be repaired or replaced; the staff report also listed standard boilerplate conditions for conditional use permits. A motion to favorably recommend PC 2025‑32 to the city council, with the conditions presented by staff, passed on a roll-call vote recorded as six affirmative votes.
Miss Turner, who presented the staff report, also notified the commission that the regular November meeting (scheduled on Veterans Day) is canceled and that items postponed from this meeting will be rescheduled for Dec. 1. The commission adjourned after routine announcements.
The commission’s recommendation sends the application and staff conditions to the city council for final action.
