Board members spent an extended portion of the meeting addressing records management, the LIU's new CRM system and related cybersecurity and insurance concerns.
Director Milston and Director Walker briefed the board on changes at the Lincoln Intermediate Unit, including a CRM intended to track vendor services, liaisons and project resources. The LIU also is reworking pricing to a student services marketplace model that aggregates costs by disability type rather than charging per service.
Director Walker said district records management and public‑records policies have not been substantially updated in many years and need an overhaul to reflect cloud storage and third‑party vendors: "Our records are not mostly microfiche and papers and file folders anymore. They're on student information systems that are often not even hosted on local servers." He said the board will look to revise policy 800 (records management), add clarity about student and employee records, and coordinate with the open‑records officer.
Directors raised concerns about data security and insurance coverage in the event of data loss or hacking. One director said she had reviewed a webinar about insurance products for districts to cover data‑loss situations and suggested staff evaluate current coverage and vulnerabilities. Director Walker proposed convening stakeholders (IT, open‑records officer, HR) to create a 360‑degree view of records governance and contracting.
Why it matters: modern records management intersects with legal obligations (public records requests), privacy (PII/PHI), IT security, and contracting with third‑party vendors. Directors emphasized the need to revise old policies written before cloud‑based student information systems were pervasive.
Next steps: the board will pursue a records‑policy update, consider insurance and cybersecurity questions, and assemble a working group to clarify responsibilities and contracting requirements.
