Public Works staff said the federal grant-funded project now requires a wetland delineation and additional right-of-way descriptions, tasks that were unforeseen when the project entered the contract phase. "Anytime there's blue on your topo is when we run into headaches with federal money," a staff member said when explaining why the wetland mapping matters for federal review.
Staff said the project is an 80/20 match; letters of commitment from the YMCA and the school district were presented to cover the city's 20% share (approximately $33,539 cited to satisfy the required portion). Staff provided a schedule tied to grant requirements: letting by Jan. 1, 2025, anticipated bid opening Feb. 1, 2025, and contract award by March 1, 2025, with construction timing dependent on weather and contractor availability.
Board members asked whether TOPO maps could be updated to reflect site grading and whether work could begin before contract award; staff said federal and grant rules generally prohibit beginning work until contracts are awarded and that completing the wetland delineation would put the project in a position to proceed once contracting is complete.
A motion to approve Resolution 2024-62 to execute Supplemental Agreement No. 2 passed by voice vote. Staff said they hope to start sidewalk work by summer, weather and grant timing permitting.
