City staff member James said the project will reconfigure an existing Y intersection into a T intersection, replace a deteriorated culvert with a new 4-by-10-foot box culvert, and add turn lanes to improve safety. He told council MoDOT will fund 80% of the project and the city will cover the remaining 20%. Joe Kirst was the lowest of 10 bidders.
James said construction was anticipated to begin after the school year ends, with a full closure of Richardson Road expected from June 1 through Aug. 15 for the work. Council members urged clear signage and pre-bid coordination with MoDOT and contractors to ensure detour information is available to motorists.
After questions about pipe enlargement and signage, the council approved the contract during roll-call voting (8 yays).
