Council approves preliminary plat for Enclave at Loondale after stormwater concerns

Planner Sarah Turner told the council the four-acre site on Loondale Road north of Deborah Lane substantially conforms to the city's subdivision ordinance; approval would allow the applicant to submit fully engineered improvement plans, which staff would review administratively before the project returns for a final record plat and house construction.
During the public hearing, a local resident raised concerns about runoff to downstream properties. The resident said the developer will add an inlet to capture road runoff and use a “quasi detention/retention” basin intended to hold water over several days rather than release it within hours. Turner said stormwater flows and drainage were shown on the preliminary plat as required at this stage.
Turner noted the planning commission had discussed stormwater management at its prior meeting and recommended approval by a 7–1 vote with findings and conditions listed in the ordinance. After brief council comments acknowledging the neighbor’s concern, the council approved the ordinance by an 8–0 roll-call vote.
If approved, the applicant must submit engineered street and improvement plans that meet city specifications before staff will return the project to the planning commission and council for final plat approval.
