The Ashland Board of Aldermen on first reading authorized the mayor to enter into a contract with Great River Engineering for a transportation master plan under Council Bill 2024‑40.
City staff said a request for qualifications produced two proposals and that a selection committee chose Great River Engineering as the top proposal. Staff and the city administrator negotiated scope adjustments; the board was told the project had initially been budgeted at $75,000 but the selected proposal is a not‑to‑exceed amount of $100,000 to reflect expected findings as the firm moves into the work.
With approval of the ordinance on first reading and a planned second reading in two weeks, staff said the city will be able to execute a contract and begin the master‑planning process. The transportation master plan will guide future projects, priorities and funding decisions for streets and related infrastructure.
A motion to approve Council Bill 2024‑40 carried with board members voting in favor. Staff will return for a second reading and, pending that approval, execute a contract with Great River Engineering.
