The board approved a resolution to contract CBIZ to perform a citywide compensation and benefits study intended to address pay compression and inform next year's budget.
Staff (Staff member) told the board the city's current pay matrix dates to about 2020'21 and that compression is particularly acute in the police department and certain utility job classifications. Staff said they sought recommendations from other municipalities and found CBIZ to be a common provider; the firm would interview employees, analyze comparable public and private-sector positions and recommend changes to job classifications and bands.
Staff estimated the engagement cost at $17,000 and said the goal is to have a proposal ready to consider during the October budget process and to implement changes effective May 1 of the following year. The board moved and approved a resolution accepting CBIZ's proposal; staff said they will involve employees to gain buy-in and to ensure job descriptions reflect daily duties.
The resolution passed and staff will return with contract details and a timeline for interviews and final recommendations.
