Ashland tables Synergy Sports feasibility request after council questions public cost-sharing

Taylor Brooks, representing Synergy Sports Charlotte LLC, presented a proposal asking the City of Ashland to share $5,000 toward a $10,000 feasibility study for a proposed multipurpose sports complex. Brooks said the model would rely on private equity and a master-lease structure and that Columbia College is one committed tenant.

Brooks described the feasibility study as a low-cost, preliminary analysis intended to show to private equity investors whether Ashland is a viable site. "The funding model... is use fees and occupancy that provides the coverage for what the financing is on that and the development that goes around it," he said.

Council members pushed back on several points: aldermen questioned whether municipal funds should subsidize a private business study, whether Ashland would truly be prioritized over other cities, and the absence of a public site plan. One council member said, "My concern straight up is I don't know if this is the type of thing... sharing study costs for private businesses." Staff and a municipal-law representative said sharing study costs is not illegal but acknowledged it can make councils hesitant.

After extended questions about tenants, timing and legalities, a council member moved to table the resolution to allow staff to seek additional clarifications and to gather feedback from named staff members (Stephanie and Brenda). The motion was seconded and carried by voice vote. No city expenditure occurred at this meeting.

Council asked staff to return with more information if the item is reintroduced, including clearer terms of any cost-sharing agreement and additional due diligence on site options and tenant commitments.
