City outlines $2M 2 Line Street reconstruction, completes Bend Park trail and advances grant-funded projects

Barrett said, "Once we sign the CEA, we'd be able to go out for bids," and anticipated construction sometime after the first of the year.
Staff also reported the Bend Park walking trail is complete and that parking-lot work—partly funded by a T‑Mobile grant with local matching funds—should finish within days. Brahma Drive is the final street project under the CDBG program; Barrett said crews completed the cement-treated base and would place asphalt surface later in the week to complete that scope.
On broader safety and federal grant projects, staff updated council on the Safe Streets for All demonstration project (design work by Gresham Smith) and the earlier RAISE grant award process (announced in Aug. 2022). Staff warned that some federal grant announcements are delayed by the government shutdown, which may affect timing for subsequent implementation funding.
What to watch next: Staff will return with the executed CEA and bid timeline for the 2 Line Street work; public-works staff will conclude the drainage review on East 5th to determine any contractor responsibility for recent flooding issues.
