Emerson adopts ordinance on administrative search warrants and introduces zoning revision for impervious coverage

Emerson’s governing body voted on Dec. 2 to adopt Ordinance 1710-25, updating the borough code’s administrative search-warrant provisions, and introduced Ordinance 1711-25 to amend the zoning code’s definition of impervious coverage.
Miss DeSimone read the title of Ordinance 1710-25 for second reading and opened a public hearing restricted to that ordinance. With no public comments, the council closed the hearing and moved to adopt the ordinance; roll call indicated adoption passed 6–0.
Separately, Miss DeSimone read the title for Ordinance 1711-25 (first reading), which would amend Chapter 290 (zoning) article terminology and the definition of impervious coverage. Council members moved to introduce the ordinance on first reading; roll call recorded the introduction passing 6–0. The ordinance will be further considered at a public hearing scheduled for Dec. 16, 2025, at 7:30 p.m. in borough chambers.
The meeting packet and municipal clerk’s office contain the ordinances and full text for public review. No speaker raised substantive public objections to either measure at the Dec. 2 meeting.
What’s next: Ordinance 1711-25 will return for a public hearing and final action on Dec. 16, 2025; Ordinance 1710-25 is adopted.
