Emerson council approves committee appointments, payroll schedule change and property appraisal authorization
Summary
At its Oct. 7 meeting the Emerson governing body approved a motion appointing Councilman Ellis to subcommittees, approved minutes, voted to change payroll from 26 to 24 pay periods (to be memorialized by ordinance), handled consent-agenda business and authorized an appraiser for Block 419 property owned by ERUR.
The Emerson governing body held routine business and several formal votes at its Oct. 7 meeting, approving committee appointments, minutes, a payroll schedule change and an authorization to hire an appraiser for borough-owned properties.
Council moved to amend existing resolutions to appoint Councilman Ellis to subcommittees and liaison roles previously held by another member; that motion passed on a roll-call vote, recorded 6–0. The council then approved the regular meeting minutes of Sept. 16 and special meeting minutes of Sept. 24, and later approved closed-session minutes where applicable; one member announced an abstention on one closed-session date during roll call.
On new business the CFO requested changing the borough payroll schedule from 26 pay periods per year to 24 (bimonthly) beginning in 2026. The chair noted that Chapter 65 of the borough code currently specifies 26 pay periods and that the change will require a code update. Council moved and recorded a roll-call decision to proceed with the change; the chair said the change would be memorialized by ordinance at a future meeting.
During the consent-agenda portion of the meeting, council members pulled resolution 248-25 for separate review after receiving a confidential memo related to potential litigation; the item was tabled for later consideration. The remaining consent-agenda resolutions (243-25 through 247-25) were approved by roll call. After reconvening from closed session, the council voted to add item 248-25 back to the consent agenda and then approved it by roll call.
A council member moved to authorize John McCann Law to hire an appraiser for Block 419 properties owned by ERUR; the motion was seconded and passed by roll call 6–0.
The meeting then moved into a closed executive session under the Open Public Meetings Act for matters exempt from public discussion and reconvened before finishing the evening and adjourning at about 8:40 p.m.
