Emerson council approves bill list, consent agenda and personnel appointment; amended payment measure passes with split vote

Emerson’s governing body approved several routine and specific measures during its Dec. 17 meeting, including payroll and payment approvals, a personnel appointment and endorsement of a county grant application.
The council adopted Resolution No. 258-24 to approve the bill list for Dec. 17 on a roll call vote recorded as 4-0. The consent agenda (Resolutions CA262-24 through CA280-24) passed on the consent roll call; one consent item (CA276-24, an amendment to a prior payment resolution) was pulled for separate consideration. When CA276-24 was voted on individually, the transcript records a roll call with two yes votes, one no and one abstention; the mayor confirmed the motion carried for payment processing.
The council also authorized the clerk to advertise the Jan. 7, 2025 reorganization meeting via Resolution No. 261-24 (roll call 4-0) and confirmed, after closed session, the appointment of an independent hearing officer, Giancarlo Gioni, for a personnel matter "in the amount not to exceed 8,500 at $2.50 an hour," which passed on roll call 4-0 per the transcript.
Finally, the council endorsed the Bergen County Community Development Block Grant application for senior transportation for the Feb. 2026 cycle; that endorsement passed 4-0.
The meeting moved into executive session under NJSA 10:4-12 before some of these actions were finalized; the transcript includes the statutory citation when the governing body voted to enter closed session.
