The Water, Sewer, Engineering and Environment Committee heard that Niskayuna faces shortages in volunteers and verified sampling sites as it restarts lead-and-copper testing required under federal and state rules.
The wastewater plant and water system operators told the committee the town is required to collect 60 tier-1 samples for this reporting cycle but the state has asked municipalities to identify up to 120 sites to provide buffer capacity when residents decline to participate. “We’re required to have 60, but the state asked for a 120,” the plant operator said, adding that the town currently has roughly 30 known lead-service lines confirmed visually.
That shortfall has practical implications. Staff said several residents who initially agreed to participate have since withdrawn, and the operators are working through a backlog of confirmations to get to the 60 required samples by the submission deadline. The operator described the sampling procedure: crews drop off a 1-liter bottle for a homeowner to collect the first-draw sample in the morning (typically between 6 and 10 a.m.). Beginning in 2028, the rule will require two bottles per site, increasing logistical complexity.
Committee members discussed outreach and verification challenges. The town owns meters but not the private service lines, so staff may be limited in the ability to inspect lines on private property. The operator said the EPA requires verification both inside the home and at the roadside to confirm whether a service line is lead, which means labor-intensive door-to-door work and occasional vac truck support to excavate or inspect box locations.
To boost participation, staff proposed several outreach tactics and possible incentives. An intern suggested including lead-and-copper testing information with the routine water-bill mailer to reach every household; the committee agreed that the bill insert route could increase recruitment. Members also asked staff to explore whether modest incentives—such as a small bill credit—are allowable and effective.
The committee did not take a formal vote. Members directed staff to build a confirmed backup list of sites, continue door-to-door recruitment, coordinate with the highway department for digging support when the vac truck is available, and report back with a plan for hitting the required sample submission target.
The next procedural step: staff will continue recruiting and return with an updated list of confirmed tier-1 sites and a recommended outreach/incentive approach to the committee.
