Staff said the building’s controls had failed, requiring manual operation that is inefficient; replacing controls and boilers while onsite would realize energy savings and address pump issues. Staff also noted a standard one‑year construction warranty on the work.
The board separately approved purchases of multiple Thomas buses from Matheny Motors under West Virginia state contract SBUS26B. The package included several 77‑passenger buses and lift buses across 2027–2028 model years with a total purchase price of $1,299,651 (enclosure 4). Transportation staff explained these purchases are funded from state bus replacement funds (annual allocation based on fleet value) and described the district’s current electric bus inventory (units awaiting state inspection). The board voted to approve the bus purchases on a roll call that recorded the motion as carrying 5–0.
District staff said they are holding back some replacement funds to ensure maintenance of the current fleet and will bring further purchase requests as needed. Both procurement motions passed without recorded opposition.
