Caro City Council fails twice to appoint replacement for Greg Hutchison and adjourns without filling seat

The council interviewed four applicants listed in the meeting record: Holden Chapelo (not present; listed as no call/no show), Bob Eschenbacher, Brenda Peters and Robert Sturza.
Councilmember Jill White moved (25-M-175), seconded by Councilmember Doreen Oedy, to appoint Bob Eschenbacher to fill the balance of Hutchison’s term, which the record shows expires in November 2026. The roll-call vote was: Emily Campbell – no, Charlotte Kish – no, Doreen Oedy – yes, Heidi Parker – yes, Jill White – yes, Mayor Karen Snider – no. The tally was three votes in favor and three opposed, a tie, and the motion failed.
Councilmember Charlotte Kish then moved (25-M-176), seconded by Councilmember Emily Campbell, to appoint Robert Sturza to the same vacancy. The roll-call vote was: Kish – yes, Oedy – no, Parker – no, White – no, Campbell – yes, Mayor Snider – yes. That vote also split 3–3, producing another tie and a failed motion.
With neither appointment approved, Councilmember Jill White moved (25-M-177), seconded by Councilmember Heidi Parker, to adjourn the meeting. The motion carried, and the record notes the meeting adjourned at 6:13 p.m. The clerk’s record is signed by Rita Papp.
No public comments were offered during the meeting. The council left the vacancy in place at adjournment; no further appointments or follow-up actions are recorded in the minutes.
