County reports $91 million jail proposal under study; Road Commission recommends replacement of failing culvert on Tallman Road

Clinton County Commissioner Zach Rudat briefed the Eagle Township Board that the county is examining whether to repair or replace the county jail, built in 1991, citing safety concerns. Rudat said a new jail would cost about $91 million, would likely require a millage, and that a new facility would be built behind the existing jail with the current building repurposed. He noted the county’s capital improvement fund contains about $27 million and that the county is exploring whether it could help townships with zoning matters.
Jason Hengesbach of the Clinton County Road Commission provided an overview of a countywide culvert survey and said the culvert in the 11000 block of Tallman Road in Eagle Township is rated in poor condition; the Road Commission recommended replacing that culvert in 2025. Hengesbach added that culverts generally last 60 to 70 years.
Trustee Dennis Strahle reported on Looking Glass Regional Fire Authority staffing: staffing is good, the LGRFA was under budget for 2024, and an ambulance was staged temporarily at a Delta site during a short closure of a station. Eagle Township’s operating percentage for 2025 was stated at 37%, calculated on a three-year run average.
No formal board action on the jail study or culvert recommendation was recorded beyond receiving the reports; road contracts for FY25-26 were authorized elsewhere on the agenda.
