Eagle Township adopts FY 2025-26 budget, keeps 3.5-mil emergency services assessment

During the budget hearing, Treasurer Chelsea Hoppes and other board members discussed whether the emergency services assessment should set money aside for a potential fire truck and noted uncertainty about an expected federal grant for the Looking Glass Regional Fire Authority (LGRFA). Minutes report that Congressman Tom Barrett said the grant program had not been cut at this time and that the LGRFA is pursuing payment arrangements with neighboring townships for EMS services.
The board also reviewed special-assessment finances for Whispering Winds, agreeing to confirm a 9.9% increase to $43.96 per parcel because projected 2025-26 expenses will exceed revenues. Trustees noted that the North Eagle Cemetery trust fund, assumed from Clinton County in 2013, allows only distribution of interest, while Niles Cemetery revenues come from plot sales and mowing is paid from the General Fund.
A motion by Treasurer Chelsea Hoppes, supported by Supervisor Troy Stroud, adopted Resolution 03-29-2025-01 establishing the General Appropriations Act for FY 2025-26 as amended. Roll call yes votes were recorded for Clerk Laurie Briggs-Dudley, Treasurer C. Hoppes, Trustee Rob Currie and Supervisor Troy Stroud; Trustee Michelle Hoppes was absent. The board then adopted Resolution 03-29-2025-02 confirming the Whispering Winds Street Light Special Assessment District assessment roll; that motion was moved by Treasurer C. Hoppes and supported by Trustee Currie and carried by unanimous roll call of present members.
The public hearing was closed at 10:58 a.m. The board also noted administrative details including PFAS and ARPA reporting timelines and scheduled follow-up items.
