Committee approves rezoning at 911 Logan Street to allow conversion to one or two residences
Summary
Council zoning staff and the property owner said the request to rezone 911 Logan Street from Neighborhood Center (NC) to Urban Neighborhood Flex (UF) will let the petitioner convert an existing mixed‑use building into a one‑ or two‑unit dwelling; the committee forwarded the rezoning to the full council with a favorable recommendation.

The Zoning & Ordinance Committee considered a rezoning petition from the owner of 911 Logan Street seeking to change the property from NC (Neighborhood Center) to UF (Urban Neighborhood Flex) to allow conversion of an existing mixed‑use structure into a single‑ or two‑unit dwelling.
Staff presented the site history and recommended the rezoning, noting the property’s residential appearance, nearby low‑density residential land use, and the forthcoming River Park neighborhood plan that still shows the parcel as NC in draft maps. Staff characterized UF as a “step‑down” zone appropriate as a transition from the Mishawaka Avenue commercial corridor to U1 residential parcels to the south; UF permits fewer commercial uses and more residential flexibility than NC.
The petitioner, who identified himself in committee as Evan Forslund, said the building already has a second‑floor apartment and a kitchen and bathroom on the ground floor; the property includes a four‑car driveway and the petitioner said conversion to two residential units would reduce the number of visitors compared with the prior salon use. The committee held a public hearing with no speakers in favor or opposition.
After questions about parking, allowable future commercial uses under UF, and potential operating hours if a commercial use returned, the committee accepted the staff recommendation and forwarded the rezoning request to the full council with a favorable recommendation.
