Committees approve sending budget transfer and first‑quarter appropriation bills to full council

The committee accepted the substitute for bill 10‑26 and voted to send it to the Committee of the Whole with a favorable recommendation (roll call recorded in session). Committee members asked clarifying questions about reimbursements, grant sources for Leaper Court improvements and the mix of outside funding vs. general fund dollars.
