Public works director flags ADA sidewalk complaints, stormwater work and striping plans

Public works director Mister Creel delivered the department's monthly report to the Board of Aldermen on Sept. 10, highlighting an East Broadway ADA sidewalk project completed by MoDOT that has generated citizen complaints about tripping hazards.
Creel said city administrators received multiple complaints about a portion of the new sidewalk in the 100 block of East Broadway and staff have photographed issues and are working with MoDOT to address deficiencies. He said some silting and standing water were found in the area and that ownership and maintenance for the affected right‑of‑way fall to MoDOT; the city will press for corrections so the project meets ADA compliance.
Creel also reported the chip‑seal project was completed on Sept. 3 and that stormwater projects at Oak Street and Caspian Circle are progressing toward easement acquisition and subsequent bidding. He described recent smoke testing in the central area that identified multiple deficiencies and said repairs have been completed or scheduled.
On striping, Creel said staff are preparing an RFP for a striping machine and are exploring short‑term rentals or contracting to mark critical turn lanes while procurement proceeds. Council members asked about timing and interim markings; Creel said staff would work with a local contractor to prioritize turn‑lane markings.
