Staff opened the item by reading the case: the proposal is a 12‑lot subdivision at 2623 Center Avenue in the Neighborhood Edge district, zoned R‑3 (10,000‑square‑foot residence district) with a planned residential development overlay. Staff noted department revision comments in the packet and said the commission was being asked only for comments and direction, not a vote.
JR Mayer, who identified himself as representing Prestige Council Homes, said the firm planned to offer five home models — two full two‑story models, two 1½‑story models and a ranch model — with a mixture of side‑entry and, on three lots (2, 7 and 12), the option for front‑entry garages allowed by the zoning ordinance. "We pride ourselves in not being a, quote, unquote, track builder," Mayer said, adding that the builder would work with customers on modifications and that photographic portfolios might better represent elevation options than the ordinance‑required color renderings.
Commissioners and staff discussed several site features: the plan calls for dredging and filling a small existing pond, which the applicant said is not fed by springs according to geotechnical reports; the fire marshal favored three street connections for emergency access; internal street lighting and streetscape work along Center and West Avenues were described; and a walking path is proposed around a detention area. The applicant also said he intends to create an HOA and to include the existing house on one lot in the subdivision's governing documents where appropriate.
When asked about timing, the applicant said grading could begin as soon as final items are resolved and estimated an early‑summer start, adding the code limits display homes once the preliminary plat is recorded. Staff said it would consolidate comments, send a draft letter to the applicant for review, and return a final set for action at a future meeting.
No motion or vote was taken on the Ashley Grove plans at the meeting; the item will return after the applicant addresses staff comments.
