Warrenton City Board hears two speakers on Ward 1 vacancy, delays appointment

The special meeting opened with the Chair calling the session to order and leading the Pledge of Allegiance. The Chair said several residents had expressed interest in the Ward 1 alternate seat; one applicant was later found to live in Ward 2, and the Chair named Mr. Cusimano and Mr. Cropp as the two candidates who had committed to speak. Each was allotted five minutes and the Chair said the period was for remarks only, not a question-and-answer exchange.
Mr. Cusimano told the board he has lived on South Morgan Street for five years and outlined his background in security work at McDonnell Douglas and Boeing and a University of Missouri degree in business management. "I'm what you would call, silent majority representative," he said, adding that recent local issues such as the data center and abatement concerns motivated him to seek the position.
Jacqueline, who said she has served as an alderman for Ward 1 since about 2020, described her long ties to the community, participation in parish leadership and the Knights of Columbus, past service on local boards and coaching youth football, and service on city committees. "I have a servant's heart and the will to do good for the community that has shaped me into the man I am today," she said, arguing her experience with city operations and budgeting would be valuable as Warrenton continues to grow.
Board members discussed the process for filling the vacancy and confirmed the mayor makes the appointment while the board provides confirmation. Several members said they needed time to consider the candidates; the board agreed not to appoint anyone at the special meeting and members were invited to contact the candidates directly if they wished.
A motion to adjourn was made and seconded (the Chair referred to the mover as an "older woman" and identified Alden Chandler as the seconder). The board voted by voice, with those present saying "aye," and the Chair declared the meeting adjourned. The board said it will convene again at 6:00 for its next meeting.
The mayor's appointment and the board's confirmation remain pending. No formal vote or appointment on the Ward 1 alternate seat occurred during the special meeting.
