Council approves ordinance to authorize sewer extension contract despite one recusal

The Warrenton City Council approved an ordinance authorizing the city to execute an agreement with Lampkey Trenching and Excavating Inc. for the Northwest Service Road Sewer Extension Project after first and second readings. Public Works Director Guy Geevers presented the project, explained higher-than-expected bids and recommended accepting the low bid.

Geevers said elevated bids reflected rising fuel and material costs. "Once everything's high — fuel prices, we got a board — it's just everything," he told the council, explaining that market conditions had pushed up bid amounts. He also cautioned that lining or spot repairs can increase project costs when crews encounter unexpected subsurface conditions.

During roll call on the ordinance, Alderman Porter recused herself, saying, "I recuse myself on this. My family I have family members that work for LAPKEY." The roll-call vote recorded five affirmative votes and one recusal; the motion carried 5–0 with one recusal.

Council discussion touched on procurement details: members asked how many bids were submitted (three) and whether the city had options if spot repairs were needed once work began. Geevers said the project had been on the books for some time and that unexpected repairs can occur, but staff recommended proceeding with the low bidder.

The ordinance authorizes execution of the agreement and moves the project forward; council did not vote to appropriate additional contingency funding during the meeting. The clerk recorded the bill as passing 5–0 with one recusal. Staff said work would proceed according to the contract schedule and that the city will monitor for any additional repair needs.
