Proper Cannabis seeks extended hours; aldermen to hold workshop amid safety concerns

David Boneberger, security and compliance director for Proper Cannabis (doing business as New Growth Horizon LLC), told the board May 19 the company would like the option to operate extended hours — including a 24-hour drive-through in some jurisdictions — and that a text amendment and conditional-use approach could allow case‑by‑case approvals.

Boneberger said market analysis shows roughly a 20% rise in business between 10 p.m. and midnight on weekends and argued that the business has run with few security incidents. “We would like to try to have a 24 hour drive through,” he told aldermen, while acknowledging that his company would accept reasonable conditions.

Aldermen questioned whether late-night hours would attract patrons leaving bars or increase demands on police, and several members requested more data about comparable operations in larger municipalities. One alderman said the town must consider officer availability and whether the business would significantly increase after‑hours activity. Boneberger, who described his prior law-enforcement experience, said Proper Cannabis has robust operational procedures and on-duty security to mitigate risks.

Council did not act on an ordinance. Instead members asked staff to schedule a workshop so the board and city staff can study legal and operational implications, discuss potential conditional-use restrictions, and gather data about traffic, public‑safety impacts and lighting/noise controls before any change to the municipal code is proposed.

Next steps The city will schedule a public workshop; staff and the applicant will provide additional data and proposed code language for aldermanic review.
