Committee approves RFQ for consulting architect with edits to scope and outreach

Planning staff told the committee the Architectural Review Board has been dissolved and proposed a new process in which the Department of Planning screens submittals for completeness, then hires a consulting architect or firm via a request for qualifications to advise on projects and forward recommendations through Planning & Zoning to city council.
Committee members asked staff to add specific design-philosophy language (including both new urbanism and preferbia/Preferbio), municipal experience, and clearer turnaround expectations to the RFQ so candidates better understand expected workloads. Staff said the typical review process involves two meetings (a preliminary presentation and an action packet about four weeks later) and that staff will circulate the RFQ first to known local architects, then to the AIA St. Louis chapter.
After discussion the committee voted to accept the RFQ with the recommended changes and directed staff to advertise and begin outreach; staff explained fee structures will be negotiated after the qualifications-based selection is made.
