Council holds first reading on expanded commercial uses and animal-care standards

Enumclaw — The council opened and closed a public hearing on Ordinance 2838 on May 26 after a staff presentation by senior planner Winston Larson.
Larson said the ordinance would amend sections of the Enumclaw Municipal Code to permit arts and vocational schools, gyms, fitness centers and health studios in certain commercial and light-industrial districts and to add definitions and operating standards for animal shelters, animal daycare and boarding, including requirements for indoor pens, setbacks from residential zones and waste-disposal standards.
"The proposed regulations include new standards for animal shelters, daycare and boarding facilities in order to address concerns regarding compatibility of these uses near residential areas," he said, and noted the Planning Commission voted to recommend approval on April 23, 2026.
Council opened the hearing for public comment and, after hearing none, closed the hearing at 7:17 p.m. Staff recommended advancing the ordinance to first reading. No public testimony was recorded during the hearing. Council did not adopt final amendments at the meeting; the item remains subject to further council consideration.
