The applicant requested five waivers and argued bicycle parking and sidewalks were unnecessary given the rural context. Staff recommended approval conditioned on meeting administrative review comments prior to final submittal; the board accepted staff’s recommendation and approved the preliminary plan by voice vote.
The board also approved the final land development plan for Blaise Alexander Hyundai (West College Avenue). Staff recommended approval provided remaining administrative items from the engineering review (chapters 22 and 26 of township code) were addressed within 90 days and before recording. Board members thanked staff and the planning commission for thorough review and passed the motion.
Finally, a minor land development plan to redevelop an existing building into a place of worship for State College Access Church at 2171 Sandy Drive was presented. The application sought waivers for off‑street parking and limited tree removal; staff recommended conditional approval subject to administrative comments and confirmation of shared parking agreements. Board members supported shared parking to avoid excess vehicle storage and approved the motion by voice vote.
