Board affirms two HIB determinations and approves finances, policies, trips and NJSLA delayed-opening schedule

The Rumson-Fair Haven Regional High School Board of Education on April 11 approved a package of routine business items, including finance approvals, policy readings, field trips, revised job descriptions and a delayed-opening schedule for state testing, and affirmed determinations in the April 2022 Harassment, Intimidation and Bullying (HIB) report.
Under Finance, the bill lists dated April 11, 2022 showed General Fund expenditures of $299,294.63, Special Services Fund $14,276.15 and Food Services Fund $154,447.37 for a subtotal of $468,018.15. Payroll for March 31, 2022 was listed as $566,552.40 and the meeting minutes recorded total expenditures of $1,034,570.55. The Board approved the listed finance items on a motion by Mr. Page, seconded by Mrs. Pattwell, by unanimous roll call vote.
The Board approved several personnel- and education-related items by consent, including updated non-aligned contracts through June 30, 2022, revised job descriptions (Vice-Principal Athletics & Activities/Athletic Director, Student Assistance Counselor, Board Certified Behavior Analyst, School Social Worker (Treatment Coordinator), Speech and Language Pathologist, School Psychologist), substitute teacher appointments and extracurricular coaching assignments such as Danon Robinson as assistant boys tennis coach (prorated stipend).
Under Education items, the Board approved field trips including the International Club to Bombay River in Red Bank on April 28, a Peer Leaders trip to Brookdale Community College on May 17, and State Teen Arts on June 1, and approved home instruction arrangements listed on the agenda. The Board also adopted a delayed-opening bell schedule to accommodate the New Jersey Student Learning Assessments (NJSLA) on May 18, 19 and 20 and May 23; the schedule specifies 34-minute periods, freshmen and juniors reporting at 7:45 a.m., a student warning bell at 9:35 a.m. and altered period start/end times, and noted there would be no senior release on those dates.
On policy matters the Board presented multiple policies for first reading (including Policy 2415.05 on student surveys; Policy and Regulation 2431.4 on sport-related concussions; Regulation 2460.30 on additional compensatory special education services; Policy 2451 on Adult High School; Policy and Regulation 2622 on Student Assessment; and Policy 5541 Anti-Hazing) and approved second-reading items including Policy 1648.14 (Safety Plan for Healthcare Settings in School Buildings) and Policy 5111 (Eligibility of Resident / Nonresident Students).
The Board returned from executive session at 7:34 p.m. and on a motion by Mr. Kenney seconded by Mrs. Whitehouse affirmed the April 2022 HIB report, which recorded case 20 and case 21 (dated 3/22/2022) as "NOT HIB." With no further business, the Board adjourned at 7:37 p.m.
The actions recorded were carried by unanimous votes as noted in the meeting minutes; no appeals or additional public comment were recorded on these agenda items during the meeting.
