Plain Dealing council approves routine business, authorizes agreement with civic club

The Town Council approved routine business items at its July 8 meeting and authorized the town attorney to prepare a cooperative endeavor agreement with the North Bossier Civic Club for monthly use of the Cartwright building.
On a motion by Emily Jennings, seconded by Jeff Benson, the council approved the meeting agenda by unanimous vote. The council similarly approved the June 10 minutes (motion by Shavonda Gay, second by Shanithia Gay) and the June expense report (motion by Jeff Benson, second by Shavonda Gay), each without public comment.
The council agreed to allow the North Bossier Civic Club to use the Cartwright building monthly provided the club enters a cooperative endeavor agreement, obtains insurance, and updates its filing with the Louisiana Secretary of State; the town attorney was authorized to prepare the agreement for the Aug. 5 special meeting.
The chief of police reported operational statistics for June 2025: "There were 205 calls to the Police Department in June of 2025. There were 79 traffic stops and 126 criminal and civil calls," the chief reported. The Public Works Department had no report.
Council approved three community center rental applications — Jacqueline Jackson (July 19), Lenora Green-Myers (Aug. 2), and Dorothy and Darryl Ford (Aug. 30) — on a motion by Shavonda Gay, seconded by Emily Jennings; all votes were in favor. During council remarks, Alderman Emily Jennings asked about the status of property standard letters, and Alderman Shanithia Gay requested that an area on North Calhoun be cleaned.
Mayor Cook noted that Officer Day will be in Plain Dealing two days per month with primary duties of cleaning the cemetery. The mayor then allowed Alberta Lindsey to raise a concern about her water meter and the amount being charged for two people in the household. The meeting was adjourned at 7:06 p.m. on a motion by Emily Jennings, seconded by Louis Welch; all members voted in favor.
