The Plain Dealing Town Council unanimously approved Resolution No. 17 of 2025 May 13, authorizing Mayor James Cook to sign an amended and restated water and/or sewer service agreement and restrictive covenant among the Town of Plain Dealing, the Bossier Parish Police Jury, the Caddo-Bossier Parishes Port Commission and Teal Jones—Plain Dealing LLC.
During the same meeting the council also voted to open a new checking account to receive funds from the Teal Jones water bill. Both actions were moved and seconded — the resolution by Jeff Benson with a second from Shavonda Gay; the checking account motion by Shavonda Gay with a second from Emily Jennings — and each passed with all members present voting in favor. There was no public comment on either action.
Meeting materials or the resolution text were not read into the minutes; the resolution was introduced and approved as a single motion. The record does not specify financial terms of the agreement or the intended uses of funds deposited into the new account. The council scheduled no additional public hearings on these specific approvals at the May 13 meeting.
