Committee okays $20,800 locating contract for Haines addition sewer laterals

Public Works Director Paul Sandy presented a proposal for sanitary sewer lateral locating services as part of the Haines Addition reconstruction project. The service would locate roughly 64 laterals, providing horizontal and elevation data so planners and contractors know which service corresponds to each house and which services are abandoned.
Sandy explained the value of the locating work for older parts of town where archive as‑built sewer records (from the 1930s–1950s) are incomplete: precise lateral locations reduce the chance of change orders during construction and help coordinate new water service installations and the city’s lead service line program. He said MPL Construction — a firm that has done similar work for CenterPoint Energy in the area — proposed performing the work for $20,800, to be charged to the project engineering cost allocation.
Committee members asked whether the deliverable is construction‑grade (point data and maps that will be integrated into GIS) and whether similar locating work would be needed in other older neighborhoods. Sandy said the output is valuable point data that the city's GIS technician will ingest and that many older Northeast and Southeast neighborhoods likely have similar gaps in records; staff will evaluate archives before recommending broader use.
A committee member moved to approve the proposal; the motion passed unanimously.
