Lone Tree council approves 3% ION Environmental rate increase, contracts and festival funding

At its July 6 meeting the Lone Tree City Council approved a 3% rate increase for ION Environmental effective Sept. 1, adopted three resolutions including an ACH policy and fall festival activities, authorized street/sewer repairs and a pay estimate for reconstruction projects, and voted to return a pay-resolution item to the August agenda after a split vote.
Mayor Josh Spilman called the Lone Tree City Council to order at 5:30 p.m. on July 6, and the council moved through a series of routine approvals that included a contract rate increase, resolutions and project payments.
The council unanimously approved a 3% increase to the contract rate for ION Environmental, to take effect Sept. 1, 2026, on a motion by Councilmember Zadow seconded by Councilmember Gluba. The contract covers wastewater treatment facility and water plant management services. Councilmember Zadow moved the rate change; Councilmember Gluba seconded and the motion carried 5-0.
Councilmembers also approved several administrative and community items. On motions recorded in the minutes, the council adopted Resolution 2026-L to formalize an ACH payments policy and Resolution 2026-M to authorize fall festival activities; both passed 5-0. The council approved Resolution 2026-N to authorize a LOST (Local Option Sales Tax) transfer for fiscal year 2027, also 5-0.
Contract and project payments cleared the agenda: the council authorized hiring a certified electrician to inspect wiring at the community building ahead of a new dishwasher installation (motion by Councilmember Gluba, second by Councilmember Goedken; 5-0). The council approved accepting the lowest qualified bid for sewer and street repair at the Riggs and E. Linn intersection, authorizing work up to $14,500 (motion by Councilmember Zadow, second by Councilmember Gluba; 5-0). Council approved pay estimate #1 to Lyle Earthworks for the W. Dougherty Street reconstruction project in the amount of $36,333.77 (motion by Councilmember Zadow, second by Councilmember Goedken; 5-0).
The council approved a donation of 300 hamburger buns and 100 hot dog buns to the Lone Tree Chamber for National Night Out (motion by Councilmember Hamm, second by Councilmember Ford; 5-0).
On personnel/pay matters, Councilmembers Gluba and Goedken moved to place a pay-resolution item back on the August agenda to consider possible amendments to public works pay; the motion carried 3-0 with Councilmembers Hamm and Ford recorded as opposed.
