The Pineville finance committee voted to recommend that the City Council amend the FY2024—6 general fund budget by $261,005.50 to account for an unforeseen legal settlement and department overages.
David Humphreys, the finance director, told the committee the city's grand total on the packet is $22,702,000 and that year-to-date expenses sit at about 46.33% while revenues are at 43.53%, in part because property-tax receipts post in January. Humphreys said he created a new city hall admin account (1038) for a $188,500 legal settlement and proposed modest increases to recreation and the shop to cover known shortfalls and expected costs.
Humphreys outlined the components of the requested change: $188,500 for the legal settlement, a $72,000 adjustment for recreation (doubling year-to-date assumptions for the remainder of the year) and a $250 increase to the shop, totaling a $261,005.50 increase (about 1.15% of the general fund). He said even with the amendment the city remains under the 5% threshold that would otherwise require a larger process.
Council members questioned specific line items. One member asked why police revenues showed more than 100%; Humphreys said a roughly $196,000, year-to-date revenue item (not from fines) pushed that number higher. Humphreys also described one-time fire department insurance receipts and explained higher coroner and toxicology fees, unanticipated equipment repairs and increased fuel and utility costs as drivers of department variances.
Council member (S4) moved that the finance committee recommend the amendment to the full City Council; Mr. Ford seconded. Chairwoman (S1) called for a voice vote and committee members responded in the affirmative; the motion passed and will be forwarded to the full council for consideration.
Humphreys said staff will provide line-item backup on request and that next steps include transmitting the committee's recommendation to the council for formal adoption. The committee adjourned following brief discussion of staffing and recreation issues.
