Planning commission recommends approval of multi-year sand and gravel removal at Resonate Church property

The Newaygo City Planning Commission on May 8 recommended that City Council approve a special land use request from All Around Excavating to remove sand, gravel and similar materials from 302 E 68th Street, the property owned by Resonate Church, subject to several permitting and environmental contingencies.
City Manager Jon Schneider displayed site plans included in the commission packet as the public hearing opened. Pastor Jacob of Resonate Church told the commission the congregation expects to remove "approximately 90% of the sand and gravel" and that any remaining material would be used to block the road and create a sledding hill on the property.
Jerry Young, representing All Around Excavating, said Michigan Department of Transportation staff had given verbal consent for the proposed construction driveways and that Young would file the formal MDOT application if the city approved the land use request. Young also described proposed site restoration work and said a silt fence barrier would be installed to help prevent material washing into Penoyer Creek.
By motion of Fedell, seconded by Faulkner, the commission recommended approval to City Council with three contingencies: that All Around Excavating obtain necessary MDOT permit(s) for driveway access; secure a Soil Erosion and Sedimentation Control Permit and adhere to its requirements; and apply for and comply with any required Michigan Department of Environment, Great Lakes, and Energy (EGLE) permits. The motion carried "AIF/MC" (all in favor/motion carried). The recommendation moves the request to City Council for final action.
The commission record and the motion place responsibility on the contractor and property owner to secure external permits before work begins; the City Council will consider the commission’s recommendation and the permit outcomes in a future meeting.
