Council approves appointments, holiday and construction milestone; introduces several animal-control ordinances

Council approved the appointment of James Graham (known locally as "Jimbo") to the Pineville Downtown Development District Board and confirmed the reappointment of Mike Tudor to that board. Council also appointed Darryl Vasco to represent the city on the Rapides Area Planning Commission. The council approved a resolution to observe Dec. 26, 2024, as an additional holiday for city employees.
On infrastructure, council accepted the contract of Womack & Sons Construction Group LLC as substantially complete for the Sousik/Pinehurst Drive sewer pump station and Fort Main upgrades. Council members clarified that "substantially complete" does not mean all work is finished and that punch-list items and final tasks remain.
Council introduced several ordinance amendments related to animal control, including changes to sterilization requirements, current-rate revenue tags and impounding of dogs. During discussion on one ordinance, a resident asked where the proposed changes would be published. The clerk explained adopted ordinances are posted online (the city uses Municode for the codified online ordinance book) and that draft packets are available at the clerk’s office. The introduced ordinances were moved forward for publication and later consideration.
