The Pineville City Council on Oct. 8 introduced an ordinance to add a Community CAP program to the city code that would authorize trap-neuter-return (TNR) of community cats, vaccinations and community-based feeding under an organized program.
A city animal-control supervisor described the program: crews would trap community cats that have feeders, sterilize and vaccinate them, and then return them to their community caretakers, reducing reproduction over time. Staff said the city had received a grant to help pay for the program.
Council members thanked staff for bringing the proposal forward and voted to introduce the ordinance and accept it for publication; the matter will proceed through the required publication and referral steps before a final adoption vote.
What happens next: staff will proceed with publication and zoning/referral steps so the ordinance can return for final consideration after public notice and statutory posting requirements are met.
