Board approves final MPCA grant payments to vendor for recycling upgrades

County environmental staff (Presenter - Waste & Energy, S10) asked the board to authorize final payments to the vendor who completed installation work at the material recovery facility under two MPCA grants. Staff said the vendor had produced certified payroll and related closeout documentation requested by the Pollution Control Agency. The motions were: payment of $99,667 for the organics/materials project and $49,900 under the enhanced recycling grant.

S10 summarized the projects: robotic sorters and conveyors installed as part of a $1.5 million organics grant and an additional recycling-processing upgrade. The vendor performed the installation in-house, so no lien waivers were required, staff said. The board approved both payments by voice votes after a motion and second on each item.

Board members briefly asked about market access for recycled fines and glass; staff reported the glass fines market would accept the material and that the installations had resolved previous processing issues. With these motions the county will close the state-grant files and proceed with final grant reporting to the MPCA.

The payments were recorded in the board minutes as carried by unanimous voice votes; staff said vendor Titus Murph (Tysemer) Services would be paid the balances upon formal processing of invoices.
